That coin specifically isn't a wide rim, because if it was the rim at the base would be almost touching the date. If you google "1979 wide rim vs narrow rim", you can find photos on the web comparing the two varieties side by side
As mentioned in previous comments, it is very easy to tell when side by side, without, not so easy. Look at the examples and you can see the difference.

In a wide rim, the 1 in the date would almost be touching the flat portion of the rim surround. This is definitely a narrow rim, even without considering the mintmark.
