When dies get worn, sometimes I will see mint marks and numbers of dates sometimes filled, that is the correct term, not plugged. Plugged refers to a hole that was drilled, for instance for a necklace and then repaired. The repaired hole filler is the plug.

Die chip. Nice eyes! Usually they are found in the 9, but it's not unheard of on other numbers.

Sorry about the picture. I found the coin in a collection I inherited. The top loop is filled.
