I do not get the option to upload a User Photo or change my user name when I go to "edit Profile"
What do I need to do to be able to do this? I want to Change "User_8453" to something else and add a picture.
I read a post that said you should get the option to do this under edit profile, but I do not?

May I humbly recommend that this process be made easier, or at least explain how to do it on several relevant web pages. As it is, the process probably remains a mystery to many since it is not explained anywhere other than here in the forum.

This will hopefully make it easier. Like in Gmail, or a great many other websites, if you click on your avatar, it opens up the page where editing your profile is done. For me, I click on the photo of the old king facing to the right, just to the right of my user name at the upper right of any page I am logged in to. This opens up the MY ANA page that World_Coin_Nut advises about. Edit Profile is the option you are to look for now. Once you click that, editing your avatar and user name are easily done. I have found it relatively intuitive and a lot like other websites, where clicking your avatar gets you to a page that allows an edit to your profile.
