Does anyone know how to start a local ANA club?

no idea...I think start the club than maybe contact the ANA and see what they say?

Like 1943 said, you need to start the club first, then apply to become a member club, Here is information from the ANA Page:

I believe this site would be one of the best places to organize a local club. Try mentioning a specific location (city, county, zip code) and see if you get any hits. The local library is also a good place to hold meetings if you get that far, as they often have meeting rooms you can use.
