At the time Walter Ostromecki was the President of UNCAP- a nationally recognized hobby organization whose motto was “UNCAP the Handicap Through Hobbies.” This photo was taken at the 1978 ANA Convention in Houston. UNCAP donated the Braille book to the ANA.
